Comments are prone to abuse so a close monitoring I believe is the best way to prevent it. Putting up all those rules may scare away other legit comment posters but I don't think spammers will honor that or even read that. We really can’t prevent all spammers. People come to your website try to post a comment to get an link's advantage, but when you trackback to their blog or website and make some genuine comment contributing to the post, they never accept us. People are kind a sick and selfish. Despite enabling keywordluv and commentluv there are certain people who dont know how to make use of it. Its totally disgusting. I think its high time for me to have a open public policy like yours.
